“Erasmus+ Key Action 2 Strategic Partnership Project “Development of Sectoral Qualification Descriptors for EQF level 5”

On 1 November 2016, Klaipėda Ernests Galvanauskas Vocational Training Centre launched the Erasmus+ Key Action 2 Strategic Partnership project "Development of Sectoral Qualification Descriptors for EQF level 5", project No 2016-1-LT01-KA202-023178.

Project period: 1 November 2016 - 31 October 2018

The main objective of the project:
To develop descriptions of qualifications in different sectors to enable the development of internationally recognised qualifications required by today's labour market.

Expected results and impacts of the project:
The project aims to improve the transition between vocational training and higher education and between different qualification levels, thus enabling learners and workers to achieve higher qualifications and to implement lifelong learning.
A study on qualifications at European Qualifications Framework level V (level 5) carried out by the European Centre for the Development of Vocational Training (CEDEFOP) in 2014 showed that qualifications at this level play an important role in improving access to the labour market, ensuring career progression and the continuity of further learning in the transition to tertiary studies. Level V qualifications are particularly attractive to those with vocational training qualifications and work experience, as they offer the opportunity to upgrade qualifications in line with learning achievements in the workplace.
In Lithuania, as well as in some of the partner countries, there are currently no programmes offering Level V qualifications, but it is envisaged that they will be available in the near future. It is therefore essential to define precisely what employers and learners want at this level and what vocational training providers could offer in terms of sector specificities.

Intellectual products produced by the project:

  1. A comparative study of international experience to see what sectoral descriptions of qualifications at level V might look like, what types of qualifications are included in level V in different countries, and what documents define this.
  2. To find out the expectations and needs of the main social partners (in particular employers, but also training institutions and learners) for Level V qualifications in the project partner countries.
  3. Develop descriptions of level V qualifications in selected sectors of economic activity.
  4. Develop a pilot Level V training programme in the service sector.

On 25-26 January 2017, the first international meeting of the project partners took place in Vilnius
