Prevention of corruption

Klaipėda Ernests Galvanauskas Vocational Training Centre has a "zero gifts policy", which means that:

• The staff of the Klaipėda Vocational Training Centre of Ernests Galvanauskas receive a salary for the performance of their duties and are not entitled to any additional remuneration;
• Employees of Klaipėda Ernests Galvanauskas Vocational Training Centre, in the performance of the functions entrusted to them, may only accept/give gifts as provided for in the Law of the Republic of Lithuania on the Harmonisation of Public and Private Interests (hereinafter referred to as "the Law"), but in such a case, the Permanent Commission for the Evaluation of Gifts (hereinafter referred to as "the Commission") shall be informed about the accepted gifts;
• all gifts received by the staff of Klaipėda Ernests Galvanauskas Vocational Training Centre are valued and recorded, regardless of their value;
• if an employee of Klaipėda Ernests Galvanauskas Vocational Training Centre is to be given an unlawful gratuity, it must be refused/returned to the giver, and in the absence of such a possibility, the unlawful gratuity must be handed over to the person responsible for creating a corruption-resistant environment, in the established procedure and time limits.

A gift is a gratuitous transfer/receipt of property or a property right which an employee of the Klaipėda Ernests Galvanauskas Vocational Training Centre receives/provides in accordance with the Law: 1) in accordance with an international protocol, 2) in accordance with the traditions which are normally associated with the duties of the Klaipėda Ernests Galvanauskas Vocational Training Centre or the employee's position, 3) as a gift for representation with the symbolism of the state, the institution and other symbols, 4) when the services are being used for official purposes.

Unauthorised remuneration - money, items and services brought to the Klaipėda Ernests Galvanauskas Vocational Training Centre, sent to the Centre (by post, courier, electronic or other means) or left in any other way, which are not considered to be a gift.An employee of the Klaipėda Ernests Galvanauskas Vocational Training Centre who receives a gift shall inform the Commission, which shall make one of the following decisions after assessing the gift received:

• if the value of the gift does not exceed €150, the gift is considered the property of the recipient;
• if the value of the gift exceeds EUR 150, the gift shall be considered the property of Klaipėda Ernests Galvanauskas Vocational Training Centre and shall be included in the accounts of Klaipėda Ernests Galvanauskas Vocational Training Centre.

An employee of the Klaipėda Ernests Galvanauskas Vocational Training Centre who has received an unlawful remuneration must immediately return it to the provider, or, where this is not possible, pass the unlawful remuneration to the person responsible for creating an environment resistant to corruption, who shall take one of the following decisions:

• in the absence of any evidence of corrupt practices, the unlawful remuneration, depending on its form and nature, shall be given to the charities or, if this is not objectively possible, destroyed;
• in the event that it appears that the delivery of the illegal remuneration has the characteristics of a criminal offence of a corrupt nature, the illegal remuneration shall be forwarded to the Special Investigation Service of the Republic of Lithuania, together with all the available information.

Klaipėda Ernests Galvanauskas Vocational Training Centre records all gifts received in the Register of Gifts Received, and the facts of unlawful remuneration are recorded in the Unlawful Remuneration Register.
